According to UN Charter, Article 9, "The General Assembly shall consist of all the Members of the United Nations."
The General Assembly currently has 193 members. All current member states participate in plenary sessions of the General Assembly, as well as in the six Main Committees that report to the plenary on their allocated agenda items.
